sir,

I am directed by Mr. Secretary Griffiths to refer to your letter of the 23rd July, 1951, seeking the approval of this Office to the appointment of Flight Lieutenant L.S. Laughton (119209) as Honorary A.D.C. to His Excellency the Governor Hong Kong.

The proposal to make this appointment is noted but I am to inform you that the appointment of an A.D.C. whether honorary or otherwise by a Colonial Governor is the personal concern of that Governor. While he may seek the aid of this Office in selecting suitable candidates for the post, the approval of this Office of the resulting appointment is not required.

In these circumstances it is assumed that any conditions attaching to the appointment will form the subject of direct agreement between the Air Force Authorities and the Governor of Hong Kong.

I am,

Sir,

Your obedient servant,

The Under Secretary of State,

Air Ministry.
